Legal issues in Telemedicine Workshop

On 4 November 2008 the Commission has adopted the Communication from the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on telemedicine for the benefit of patients, healthcare systems and society. In this Communication the Commission defined in the area of legal clarity an action for 2009 - to publish, in cooperation with Member States, an analysis of the Community legal framework applicable to telemedicine services.
The objective of this workshop is to discuss legal clarity for telemedicine, in particular for teleradiology and telemonitoring and thus to provide an input for the forthcoming action. A number of legal and regulatory problems will be specifically discussed, such as licensing, accreditation and registration of telemedicine professionals, liability, reimbursement, jurisdiction and personal data protection. This workshop, in order to provide the most adequate responses to current legal challenges to telemedicine, will be focused on the practical situations and cases brought by telemedicine providers. Information gathered in the Study on Legal Framework of Interoperable eHealth in Europe will be also shared among the participants. The ultimate goal of the workshop is to provide the legal responses to the most universal situations which can be common to all telemedicine providers.

Monitoring and Benchmarking e-Health in Europe and the World

Today, Information and Communication Technology (ICT) are used in many areas of the health system - including hospitals, doctors' practices, pharmacies, insurances and other reimbursers etc. - constituting what is commonly referred to as eHealth. Despite this continuing trend, comprehensive empirical information on the deployment and use of eHealth are hard to find.
Against this background, the eHealth Benchmarking study has to identified and collected quantitative and qualitative evidence of eHealth deployment and use in the European Union, Norway, Iceland, Canada and the United States - with a particular focus on measurements specified in the European Union's eHealth Action Plan. Sources covered include healthcare associations and bodies, international organisations such as OECD and WHO, IT industry, national statistical institutes and authorities at regional and national level.
