SESSIONS
The presentation is focused on crossborder health care from wider perspective, not only direct purchase of health care or medicins abroad, but all the cases when insured person of one state consumes health care in the territory of the other one. The presentation includes the description of currently existing and applied basic procedures and points out the week spots which could be partially remedied by broader use of electronic means. Summarises the contemporary planes of IT solutions, not only in narrow e-Health sense but also as for the upcoming obligatory migration to full electronic exchange of data and documents among all the EU social security and health insurance institutions within the framework of EU regulations and it´s relation to e-Health solutions. Finally contents the personal opinion and evaluation of expected contribution of individual e-Health projects for easier providing and reimbursing of crossborder health care as well as for the improvement of the national health care systems.
Biography
Ladislav Švec studied the Faculty of law on Charles University where he graduated in 1997. Between 1997 and 2000 he performed his civillian service at the Institute for disabled youth, where he established still existing Civic association TAP, dealing with labour opportunities and free time activities of disabled young people. Between 1999 and 2001 he worked at the Ministry of Health as an official, responsible for negotiating and subsequent application of bilateral agreements on social security in health care sector and for the preparation of joining the EU.
Since 2002, director of Czech liaison office responsible for practical application of the bilateral agreement and EU law in the sphere of health care and health insurance in Czech Republic. He participates in legislative work of EU bodies, preparation of national methodics, coordination of national institutions, managing of the reimbursements procedures etc. Co-author of the first Czech juridical textbook and particular essays on EU law in the sphere of coordination of social security schemes, jurisdiction of the ECJ, health services etc.
