Implementing interoperability in distributed EHR solutions Abstract

Achieving Interoperability is still a challenge in the international framework for eHealth. Recognized as a common goal by Member States in Europe, effective interoperability needs innovative infrastructures, shared contents, standardization of interchange formats, and requires cultural changes for professionals involved in data exchange. Interoperability is needed to realize both national and european solutions of EHR: innovative ICT applications might support the citizens requests of better quality in healtcare services.

In this context, not only a strong technological support but chiefly new visions are necessary in building national or regional planning, and in leading public administrations and stakeolders towards interoperable and cooperative solutions.

In many circumstances, EHR distributed solutions are already available in regional contexts: interoperability may represent the answer to questions and problems and solve the old dilemma: centralised or decentralised architectures for eHealth?

Biography

Laurea degrees in actuarial statistics and in communication for global society, a twenty-six years experience in ICT, started her career as programmer in a big private bank in Rome in 1981, applied on centralised procedures for payment systems. Public employee since 1984, system analyst at the Revenue Department of the Italian Ministry of Finance; public manager since 1998 at the Presidency of the Council of Ministers, responsible for ICT systems, increasingly specialized in the management of complex ICT projects, strategic forward-planning, organization analysis and related problems solving. Participates in national workgroups and international committees; promotes the application of modern leadership methods, through staff motivation and involvement in both decision-making and target-setting.
