Situation in Finland now:
Finland has 98,8% coverage of EPR in public health care sector. Patient information exchange is regional, between primary and specialised care within hospital districts. Regions vary in degree and technical arrangement of information exchange. Co-operation with private sector has been limited mostly to referral letters.
In the future:
Finland is building national digital (life long) archive for patient documents and another one for ePrescriptions. Central archiving is obligatory for both public and private health care sector by 2011. Usage of nationally agreed coding systems, classifications and standards of main EPR structures is necessary for interoperability of information in different EPR-programs.
Biography
Anne Kallio is an ENT doctor and has worked within specialised care. Last ten years she has worked within regional EPR-project in South East Finland, national ePrescription project and national eArchive project.
She is development manager in Ministry of Social Affairs and Health in Finland since February 2009.
In 2007 the Finnish government decided to offer a new digital service - the national patient record archive - to all of its citizens. Finland is the first country worldwide that will offer such a new innovative healthcare service to its population. This presentation looks behind the scenes of this decision and describes the historical background and the internal motivations that have led to the creation of this new patient record archive service in Finland. It analyses the strengths and weaknesses of the Finnish healthcare system and describes the numerous IT challenges - operational and technological - faced by the Finnish government when shaping this new innovative service. Finally the presentation provides an in-depth view on how innovative EMC technology has contributed to the creation of the world's first digital national patient record archive in Finland.
Biography
Yves Mahieu is a Belgian citizen. After the completing of his master in business economics, he worked for 15 years in the IT industry. The last 8 years he worked exclusively in the healthcare IT industry, becoming a prime witness of the fundamental eHealth evolutions that are reshaping today the European healthcare space.
